While exposing Police Detectives involved in blackmail and prostitution, they stumble across two criminals planning to steal from the hotel's vaults. The criminals are later found murdered and horribly mutilated. Lt. Castillo recognises the trade-mark of an old enemy from his days in the Far East, General Lao Li. Castilio discovers that the General has brought his former lover, May Ying to Miami as a hostage in case he is bothered by the local law enforcemnet. Castilio and the Miami Vice team must find a way of catching the ruthless killer without endangering the life of an innocent woman.
