The passengers include a Japanese colonel on his way to Manila to face war-crime charges, and a couple who were married on the day they were liberated from a Japanese prison camp. During the flight, the colonel breaks away from his guards, causes the plane to go out of control, and it crashes into the sea. The survivors get into a rubber boat and go through a minor-league version of "Lifeboat, with no Alfred Hitchcock sightings, until Air-Sea Rescue pilot Jim Willis rides to the rescue.

He discovers that gambler Jimmy Clark was killed as he answered a telephone call, and his body is riddled with bullets but Jerry can't find any weapon. Sue is amazed to see Gloria Cunningham there. Gloria's father is one of the town's leading reformers and she is engaged to District Attorney Richard Sutton. Ross decides to give Sutton all the information he needs and makes an appointment to go to Sutton's home. Once there, Ross is called to the telephone before he can give any information, and is killed in the same mysterious manner as Jimmy Clark.

The film begins with a knuckle-head playboy (Preston Foster) working on a road crew dressed in a tux in order to win a bet. Apparently, this guy will take on any bet or act on a whim. This becomes very apparent when he disrupts a food giveaway hosted by the mayor's daughter and as a result of this, he announces he's running for mayor--though he seems very much apolitical and has no interest in the job. Later, when he once again meets up with the mayor's daughter (Joan Fontaine) they supposedly fall in love--although there seemed to be little chemistry between them and it made very little sense for Fontaine to suddenly love a guy she so quickly hated at the beginning of the film. Plus, she really had plenty of reason to dislike the guy.
