The draftsman (2013)

When a sudden plague of blindness devastates a city, a small group of the afflicted band together to triumphantly overcome the horrific conditions of their imposed quarantine.

Tired of the crime overrunning the streets of Boston, Irish Catholic twin brothers Conner and Murphy are inspired by their faith to cleanse their hometown of evil with their own brand of zealous vigilante justice. OCP tries to replicate the success of the first unit, but ends up with failed prototypes with suicidal issues... until Dr. Faxx, a scientist straying away from OCP's path, uses Cane as the new subject for the Robocop 2 project, a living God.
