Nikuko is a brash, jolly, scattered, and passionate woman in an otherwise sleepy seaside town in northern Japan. She’s also the single mother of 11-year-old Kikuko, who is her opposite in many ways. Kikuko is a string-bean of a young girl, pensive, quietly curious, and methodical in how she approaches life in this small harbor town. Maeno Ryotaku (Kataoka Ainosuke) is a doctor of Buzen Province, Nakatsu domain. Set in Shizuoka and Tokyo, Japan in the late 1980's. Takkun is a university student in Shizuoka attempting to find a job. Mayu is a dental hygienist. A news report circulates about a man who died after being kicked by a horse on a small island located 300km away from Tokyo. National Police Agency director Takeru Kanbe assigns Vice Director Mineaki Kai the task of making sure rumors surrounding the incident are fully investigated. Soon, partners Ukyo Sugishita and Tooru Kai are dispatched to the island to conduct the investigation. When Ukyo and Tooru arrive on the island, which is privately owned by a wealthy businessman, they discover a unit of former Self-Defense Forces personnel who have set up a small community as they participate in training exercises. While Ukyo initially expected to be investigating an accidental death, he quickly becomes convinced it was actually murder. However, when they finally manage to uncover conclusive evidence of this, the soldiers attack.

On the same day, two police officers from the Metropolitan police Special Mission Task Force, Sugishita Ukyo (Yutaka Mizutani) and Kameyama Kaoru (Yasufumi Terawaki), are guarding a female Diet member, Katayama Hinako (Yoshino Kimura). The pair identifies explosives and saves her life. From the clues left at the scene, Sugishita builds up his case and finds a connection between the murder of the TV presenter and the attempted murder of the Diet member. During a painstaking investigation, the savage murder case of a young overseas volunteer five years earlier emerges in the background, and the pair prevents indiscriminate murder at the Tokyo Big City Marathon event by suppressing the perpetrator.

This film is the memoirs of Takasugi Shinsaku about the life of his great teacher Yoshida Shoin. Yoshida Shōin (吉田 松陰, 1830-1859) was one of the most distinguished intellectuals in the closing days of the Tokugawa shogunate. He devoted to developing many Ishin Shishi who made an outstanding contribution to the Meiji Restoration. At least two of his students, Takasugi Shinsaku and Itō Hirobumi later became famous, and virtually all of the survivors of the Sonjuku group became officers in the Meiji Restoration. Takasugi led rifle companies against the shogun's army when it failed to conquer Chōshū in 1864, rapidly leading to the fall of the Tokugawa Shogunate. Ito Hirobumi became Japan's first prime minister. His admirer, Maebara Issei, was later killed rebelling against the Meiji regime. He is now enshrined in Setagayaku-（世田谷区）Tokyo, Japan.

Kenichi is a half-Japanese, half-Chinese man of the underworld. You can sell him anything except children's organs. His domain is in Kabukicho, a gangland controlled by various Shanghai gangs intent on taking control. His former partner-in-crime, Fu-Chun, is rumored to have returned to Kabukicho, having fled years earlier after killing the number two of gangland boss, Yuan. Yuan wants to get even and attempts to do so by using Kenichi.

A woman calling herself Princess Oryu enters the woman's prison. She is Kasumi, the daughter of the famous magistrate, Ooka Echizen, who slowly after hearing each of the prisoner's stories begins to realize the mystery that lies behind what it could be a big conspiracy.
