Maeno Ryotaku (Kataoka Ainosuke) is a doctor of Buzen Province, Nakatsu domain. Her university life is boring and she spends her time reading romance manga in her room. One day, on Twitter, she meets a man who uses the user ID of Sparrow. A news report circulates about a man who died after being kicked by a horse on a small island located 300km away from Tokyo. National Police Agency director Takeru Kanbe assigns Vice Director Mineaki Kai the task of making sure rumors surrounding the incident are fully investigated. From the clues left at the scene, Sugishita builds up his case and finds a connection between the murder of the TV presenter and the attempted murder of the Diet member. During a painstaking investigation, the savage murder case of a young overseas volunteer five years earlier emerges in the background, and the pair prevents indiscriminate murder at the Tokyo Big City Marathon event by suppressing the perpetrator.

This film is the memoirs of Takasugi Shinsaku about the life of his great teacher Yoshida Shoin. Yoshida Shōin (吉田 松陰, 1830-1859) was one of the most distinguished intellectuals in the closing days of the Tokugawa shogunate. He devoted to developing many Ishin Shishi who made an outstanding contribution to the Meiji Restoration. At least two of his students, Takasugi Shinsaku and Itō Hirobumi later became famous, and virtually all of the survivors of the Sonjuku group became officers in the Meiji Restoration. Takasugi led rifle companies against the shogun's army when it failed to conquer Chōshū in 1864, rapidly leading to the fall of the Tokugawa Shogunate. Ito Hirobumi became Japan's first prime minister. His admirer, Maebara Issei, was later killed rebelling against the Meiji regime. He is now enshrined in Setagayaku-（世田谷区）Tokyo, Japan.

Kenichi is a half-Japanese, half-Chinese man of the underworld. You can sell him anything except children's organs. His domain is in Kabukicho, a gangland controlled by various Shanghai gangs intent on taking control. His former partner-in-crime, Fu-Chun, is rumored to have returned to Kabukicho, having fled years earlier after killing the number two of gangland boss, Yuan. Yuan wants to get even and attempts to do so by using Kenichi.
