Earl Montgomery (Lawrence) es un engreído e hiperactivo cadete de la Policía de Los Ángeles que, a causa de su mala actitud, es expulsado de la academia. Tras ser arrestado en un incidente con su vehículo por el policía Hank Rafferty (Zahn), Earl lo acusa de acoso y, como consecuencia, el agente ingresa en prisión durante seis meses. En ese tiempo, Earl acepta un humilde puesto de trabajo como guardia de seguridad en Seguridad Nacional, el mismo empleo que consigue Hank tras abandonar la cárcel. Es entonces cuando Earl descubre una sofisticada operación de contrabando que ya le costó la vida a su compañero meses atrás y en la que podría estar implicado el propio Departamento de Policía.
