Two men running a carnival airplane ride are hired to fly to retrieve what they think are photos for a reporter. Actually, they are retrieving diamonds stolen from a noted gem dealer. Meanwhile, the diamonds have been snatched by a kleptomaniac dog and buried on the estate. When the smugglers track down the pair, they try to convince the dealer that they are officials from an institution from which the two have escaped. Also on Ellis Island is a crook called Solo, who has an upper hand as he has stolen the credentials of a Treasury Agent named Peter James and has access to the prisoners, and has cut a deal with Kendrichs to get him off of Ellis Island.

Eddie is belligerent but finally, because of the pressure brought by Dan and his wife Tonia, agrees to go straight. The gang, led by "Duke" Trotti, fears he will squeal and they kill him, plus they make his death look like an accident and plan to collect on it. Dan is closing in on the gang when Carol, who is now his assistant, comes up with some conclusive evidence, but "Duke" has plans to get rid of her before she can give the information to Dan.

The Progressive Party convention is deadlocked for governor, so both sides nominate the dark horse Zachary Hicks. Kay Russell suggests they hire Hal Blake as campaign manager; but first they have to get him out of jail for not paying alimony. Blake organizes the office and coaches Hicks to answer every question by pausing and then saying, "Well yes, but then again no." Blake will sell Hicks as dumb but honest. Russell refuses to marry Blake, while Joe keeps people away from Blake's office. Blake teaches Hicks a speech by Lincoln. At the debate when the conservative candidate Underwood recites the same speech, Blake exposes him as a plagiarist. Hicks is presented for photo opportunities and gives his yes-and-no answer to any question, including whether he expects to win.
