Meanwhile, the diamonds have been snatched by a kleptomaniac dog and buried on the estate. When the smugglers track down the pair, they try to convince the dealer that they are officials from an institution from which the two have escaped. Before long, the carnival fellows, the crooks, the gem dealer and his family, along with a platoon of cops, are tearing up the grounds to find where the dog has buried the diamonds.

Flash forward to 1936 when all three men have been released from prison and are about to be deported back to where they came from via the Deportation department at Ellis Island. They arrive by the ferry boat and already on hand to bid them adieu, and possibly learn where they stashed the missing money, is gang leader Dude and his three henchmen, Nails, Moxie and Bugs, and also Kendrich's niece Betty Parker there to bid old Uncle Ted a fond goodbye. Also on Ellis Island is a crook called Solo, who has an upper hand as he has stolen the credentials of a Treasury Agent named Peter James and has access to the prisoners, and has cut a deal with Kendrichs to get him off of Ellis Island.

The gang, led by "Duke" Trotti, fears he will squeal and they kill him, plus they make his death look like an accident and plan to collect on it. Dan is closing in on the gang when Carol, who is now his assistant, comes up with some conclusive evidence, but "Duke" has plans to get rid of her before she can give the information to Dan.

Russell refuses to marry Blake, while Joe keeps people away from Blake's office. Blake teaches Hicks a speech by Lincoln. At the debate when the conservative candidate Underwood recites the same speech, Blake exposes him as a plagiarist. Hicks is presented for photo opportunities and gives his yes-and-no answer to any question, including whether he expects to win.
