The Foggy Night Murderer

A young American businessman visits Communist Berlin and meets a young German woman. When the Communist government attempts to pass a resolution condemning the motives of the democracies, the girl defies them. Although even the Communist leadership expresses concern with his government's doctrines, her life remains at risk. The businessman urges the girl to escape with him to the Allied zone, but she refuses, preferring to stay to fight for her ideals.

A big explosion in a pulp mill causes a lot of damage. The police suspect a crime and put up a 5,000 Mark reward for information leading to the arrest of the perpetrator. The keywords for this film are comradeship and trust among the youth of a small village on the Baltic which is firmly under the control of an innkeeper, Ottokar Waschke. Waschke owns the only tugboat in town, which the town's fishermen, who make up the majority of the employed, need to transport their catch. So he forces them to sell their fish for a pittance, which Waschke then re-sells at an enormous profit. In the meantime, a big-city teacher, Helmut Grundel, comes to the village and discovers Waschke's little game. Grundel wants to form a collective, so that the fishermen can become independent from Waschke and this makes Waschke into a dangerous enemy. When the young Heini, son of a dune-patrolman, discovers that canisters of liquour are being smuggled into Pommern under Waschke's watchful eye, Waschke threatens Heini, that he'll turn his father into the police, with the baseless accusation that daddy is behind the smuggling operation.

The daydreaming tailor Wenzel is fired from his job, because the fancy frock he was supposed to cut for the mayor, he instead made for himself. He is allowed, however, to take the frock, which he appropriated for himself and he puts it on as he leaves the shop. A puppeteer picks him up in his coach and addresses Wenzel as "Count". So is he received in Goldach, where people think he is Count Stroganoff, the ambassador to the Czar of Russia.

In the spring of 1905, the water conduit project in the Canadian city of Canitoga is set to be completed. For years, the completion had been marred by sabotage. Engineer Oliver Montstuart commands the last blasting operation. But again, the explosive charge is too large and thus, further construction is forestalled again. When Montstuart confronts foreman Westbrook, the foreman threatens him with a knife. In self-defence, Montstuart shoots him. Now, he has to flee.
