The story takes place over a 24 hour period. In the southernmost part of Japan, 20 fishing boats of an unknown nationality suddenly fire upon and occupy parts of the Hateruma archipelago. Members of the Japan Coast Guard are detained. Under the extremely tense situation, the Japanese government sends Aircraft Carrier Ibuki and an escort fleet to the area. Ryota Akitsu is the captain of the Aircraft Carrier Ibuki and Toshiya Niinami is second-in-command. It is now 6:23 am. and Japan faces one day which they never have before.

Higashigaoka Junior High School is in turmoil as one of the pupils, Noguchi, who had been bullied, attempted suicide last term. On the first day of the new term, a substitute teacher arrives to take the second year class. When the teacher, Murauchi (Hiroshi Abe), introduces himself, the pupils are surprised by his stutter. He has a speech impediment. Unable to speak eloquently, Murauchi faces his pupils with ‘words of truth’. His first instruction to the pupils is to return Noguchi’s desk and chair to the original place in the classroom. Every morning Murauchi greets the empty desk, “Good morning, Noguchi.” This causes a ripple beyond the classroom and among other teachers and parents, but Murauchi will not stop doing it. Eventually the day comes when Murauchi must leave.

One day as she tries to brake off a branch of a cherry tree, she is aided by a samurai who she does not recognize but who recognizes her. He turns out to be a former suitor that she never met named Yaichiro Tezuka (Noriyuki Higashiyama) and who teaches swordsmanship to the local samurai. Meanwhile, the powerful new chief retainer of the village enacts land policies that threaten the survival of the local farmers.
