Set in the beginning of the 20th century Japan, the film follows the bright and eccentric Kenji from his late student years through his adulthood. Kenji suffers the tragedy of being an artist whose art isn't recognized during his lifetime. Based on the life of the author Kenji Miyazawa, the film depicts his brief but intense existence.

El notable criminal Kain ha escapado del Cuartel General de la Policía Espacial, habiendo sido capturado una vez por los esfuerzos combinados de la Familia Real de Jurai y la Policía Espacial. Más o menos al mismo tiempo, la casa de Tenchi en la Tierra desaparece... hasta Tenchi en sí empieza a desvanecerse! Según parece, Kain ha viajado al pasado para alterar las cosas a su favor. Ahora Tenchi y las chicas que viven con él deberán viajar al pasado, a 1970, para salvar a los padres de Tenchi de la destrucción a manos de Kain.
