The Kanto Mutsumo-kai, one of Japan's foremost gangster organisations, is under the dictatorship of Sugo, the third president of the Ryujin clan, and Saito, its president. Toraji (Ozawa Kazuyoshi), who rebelled against this dictatorship but was unsuccessfully insulated and expelled, is picked up by his uncle Ryuzo and joins the Takematsu Rengokai. Toraji recruits a group of local delinquents headed by Hiroshi Maeda (Yasukaze Motomiya) into his ranks and begins a guerrilla war against the Kanto Rikukai-affiliated Yoshinin-kai. The two expand their power, but Toraji begins to dabble in stimulants and gradually goes berserk. An assassination plot is hatched against Toraji, and Hiroshi tries to stop it.

Based on historical events in 1701-2, the movie tells the tale of the Asano clan's downfall and the revenge of its former samurai on the perpetrator of the catastrophe. Lord Asano was goaded, or tricked, into drawing his sword inside the Shogun's palace -- a crime which carried the death penalty. The newly installed Shogun was furious at Asano and ordered all his clan's assets seized, meaning some 20,000 samurai and commoners were unemployed and landless at a stroke. This film focuses on Okatsu; the adopted daughter of a master swordsman. Coal miner Isamu Oba is forced to quit his village and leave his mother and siblings behind. Mining buddy Ichiro accompanies him to Tokyo, and the pair enjoy several "fish-out-of-water" sequences before finding employment at a boxing gym with trainer Sawada and his spunky sister Tomoko. The boys also find part time night jobs as roving minstrels in the club district courtesy of benevolent gang boss Asakawa. Of course, they run afoul of boss Karasawa's cruel gang. Karasawa also has it in for Asakawa, and this indirectly throws a spanner into the works as far as Isamu's burgeoning success as a kickboxer. When Asakawa 's HQ is burned to the ground by Karasawa's men, Asakawa tries to kill Karasawa - which, of course, leads to his own gruesome death. Isamu goes on the rampage with his sword, wiping out Karasawa and men.
The film is dedicated to the souls of flight school graduates killed in World War II. Young boys dream about becoming pilots and apply to flight schools. However, the flight schools have extremely demanding, harsh training, and once they finally become pilots, they must become suicide bombers and give their lives for their homeland.

After the battle, his son Ichitaro joins the Chichibu ninja group in order to master fighting so he, too, can fight the forces which have brought about so much suffering.

The film is charmingly old fashioned, utilizing many studio sets and Showa era music; however, the film's real strength is the breezy romance between Chiba and lovely Chiyoko Honma.
