This is based on a collection of short stories by Keigo Higashino. A membership-based investigation agency dedicated to VIP will usually lead the case to a quick and calm resolution. Members are only VIPs in the political and business world. Tow people are in charge of it, a man in his mid-30s who has a deeply carved face away from the Japanese and a beautiful woman who seems to be in his late 20s. She works as an assistant to the man, and has extraordinary memory. Their group is nicknamed the Detective Club by the owners who are VIP members.

Momose (played by Sousuke Takaoka), who used to be a street punk, lives with girlfriend Kayo (played by Tomoko Tabata). Trouble brews for the couple when Kayo's younger sister Momo (played by Erena Ono) moves into their home for the summer. Momose finds himself gradually being drawn to the free spirited ways of Momo. "Tokyo Rhapsody" consists of 11 short films all centered around the music genre known as "Kayokyoku". Kayokyoku is a catch-all term to describe the music that defined two generations of post-war Japan. Newspaper correspondent Kyoko Togakure visits a nursing home in the outskirts of Tokyo. She finds the dead body of a resident. It was an apparent suicide. He's holding a piece of paper with the mystifying word "Death Water" written on it. Nearby are blood-stained scissors, and his eyes are squashed. She has no idea that this death is just the beginning of a horrendous nightmare.

Classmates Shuji and Eri becomes friends, both young people have family problems. When Eri is taken away to Tokyo by her relatives, Shuji becomes increasingly isolated at school and drifts into criminal activity.

Dumped by a bored pet owner, a mixed-breed mutt ends up with three time loser Yasuyuki, who's loveless, homeless and jobless. Saeko Machida is a high school girl with a crush on a boy in her class named Yuichi Kimijima. Becoming obsessed with him, she tries to gain his attention and win his affections, but there's no such luck. One day, she meets a strange man at a flea-market who gives her a red liquid, telling her that if she splashes it on Yuichi, her wish will become true. She acquiring the liquid, certain that the liquid will cause Yuuichi to love her. Saeko finally gets the courage to confess her love to Yuichi, but he rejects her. Disappointed, she splashes the liquid on Yuichi, but that liquid actually causes him to shrink about three inches in height.

Filmed somewhat in documentary style, it follows three girls over the span of one day and night in the Shibuya district of Tokyo. Jonko runs a group of high school girls involved in paid dating, Raku is a street dancer, and Togo was brought up in the US and back in Japan for one year wants to escape to New York. Their contact with the world of talent scouts and yakuza places them in danger.
