携帯電話会社のCEOでニューヨーク市長候補のスタックスは選挙キャンペーン中、車にはねられそうになった少女を助ける。彼女の名はアニー。4歳のときにレストランに置き去りにされ、現在は横暴なハニガンが営む施設で暮らしていた。スタックスはそんな彼女の境遇を選挙戦に利用しようと、彼女を引き取り、超高層ビルのペントハウスで一緒に暮らし始める。最初は反りが合わなかった2人だが、いつしか固い絆が芽生えていく。
