厚生保健省に勤める藤本賢吾（松田翔太）の仕事は、政府から発行された死亡予告証を本人に届けることだった。「国家繁栄維持法」が施行されたその世界では、国民に生命の価値と死の恐怖を植え付けるために、小学校入学以前のすべての児童が「国繁予防接種」を受けることが義務づけられていた。そして、1000人にひとりの確率で、18歳から24歳に成長した時期、死を迎える。その24時間前に、通称「逝紙（イキガミ）」を配達して、死亡宣告を下すのが藤本の役目だった。かつてはストリートミュージシャンとして森尾（塚本高史）とコンビを組みながらも、音楽事務所からスカウトされてメジャーデビューを果たした田辺翼（金井勇太）。「国家繁栄維持法」を支持する女性議員の滝沢和子（風吹ジュン）の息子であり、ひきこもりの直樹（佐野和真）。幼い頃に交通事故で両親を亡くし、その事故で視力を失った妹のさくら（成海璃子）を守ろうとする兄のさとし（山田孝之）。そんな若者たちに、藤本は「逝紙」を届ける。田辺は、初のテレビ出演で自作の曲を歌いながら倒れた。警官の銃を奪って、選挙演説中の母を撃とうとした直樹は、その計画に失敗して果てる。そして、自分の生命の終わりを知ったさとしは、さくらに角膜移植することを決意する。翼の歌は、彼の死後に大ヒットする。選挙戦では敗れた和子だが、夫の信利が新たに出馬を決意した。兄からの角膜移植を拒否するさくらも、医師の近藤（井川遥）をはじめとする病院中での応援で、視力を取り戻す。さとしの命と引き換えに…。厚生保健省の参事官（柄本明）や、上司の石井課長（笹野高史）から意義を説かれながらも、藤本は自分の仕事に葛藤と疑問を感じ続ける。「国家繁栄維持法」は、本当に正しいのか？　しかし、この政策に反対する者は退廃思想者として国家から厳正な処置を受ける。そして、今日も藤本は、「逝紙」を配達するのだった。

Shangri-La follows the lives of a group of homeless people in Japan who run into a man who nearly commits suicide and decide to help him out of his financial troubles. Using their various ingenious resources they embark on a complex scheme to blackmail a crooked businessman, whose bankruptcy claim has put people out of work. It’s a fun romp as these seemingly homeless people manage to outsmart the very people who cast them from society.

Frenetic in its pacing and with miniscule character development, this trite slapstick farce stars three Italian comics - Paolo Villaggio, Lino Banfi, and Massimo Boldi as the idiot-nephews of a wealthy invalid (Enrico Maria Salerno). The uncle's plan is to teach the trio how to successfully steal for a living but the plan does not have a chance against their exaggerated ineptitude.
