警官相手に戦い服役中だったランボーは、元上官トラウトマンから特殊任務に就くことを条件に釈放された。特殊任務とは、ベトナム戦争で行方不明になったアメリカ人兵士と捕虜の動向を調査すること。戦闘は一切不要で、情報収集だけの任務だった。ところが捕虜収容所で米兵の拷問を目撃したランボーは、指令に背いて米兵を救出。その後、彼らは国境近くまで逃げ延びるが、米軍のヘリコプターはふたりを見殺しにして去ってしまう。
