1950年。第二次世界大戦の終結による満州国の崩壊と国共内戦の終結により、共産主義国である中華人民共和国の一都市となったハルビン駅の構内。5年間にわたるソビエト連邦での抑留を解かれ、中華人民共和国に送還された「戦犯」達がごった返す中で、列から外れた1人の男が洗面所で自殺を試みる。男は監視人の手により一命を取り留めるものの、薄れ行く意識の中で幼い日々の頃を思い出していた。この男こそ清朝最後の皇帝にして満州国の皇帝、「ラスト・エンペラー」と呼ばれた愛新覚羅溥儀その人であった。

独裁国家となった未来のイギリス。TV局で働くイヴィーは外出禁止時間帯の夜に秘密警察に見つかり、絶体絶命の危機に見舞われたところを、"V"とだけ名乗る仮面の男に命を救われる。しかし、"V"と名乗るその男は、国家を相手にひとりテロ活動を続け、クラシック音楽の調べにあわせて街を爆破、TV局を不法占拠し、政府要人を暗殺していく、正体不明、経歴不詳、善か悪かの判別不能の男だった。1605年に国王の圧制に反発し国家転覆を図り失敗に終わったガイ・フォークスにならって、イギリスの反逆精神の象徴となったその日、11月5日-ガイ・フォークス・デイ-に、国民の決起を呼びかける"V"。正義か、犯罪か。"V"とは一体何者なのか？"V"と出会い、自分自身についての真実をも知るようになったイヴィーは、図らずも"V"の協力者となり、自由と正義を取り戻す革命のために立ち上がったー。

In this riot of frantic disguises and mistaken identities, Victor Pivert, a blustering, bigoted French factory owner, finds himself taken hostage by Slimane, an Arab rebel leader. The two dress up as rabbis as they try to elude not only assasins from Slimane's country, but also the police, who think Pivert is a murderer. Pivert ends up posing as Rabbi Jacob, a beloved figure who's returned to France for his first visit after 30 years in the United States. Adding to the confusion are Pivert's dentist-wife, who thinks her husband is leaving her for another woman, their daughter, who's about to get married, and a Parisian neighborhood filled with people eager to celebrate the return of Rabbi Jacob.

最終戦争後のシカゴ。人間たちを5つの派閥に分けることで秩序を保っていた社会はクーデターにより崩壊した。“無派閥”のリーダー、イブリンや元“平和”のリーダー、ジョアンナの権力争いでシカゴに不穏な空気が立ちこめる中、街の外に希望を見出すトリスや恋人フォーらは、多大な犠牲を払いながらも街を囲む高い壁を越えて脱走する。最終戦争で荒廃した大地を進むトリスたちは、やがて追撃者たちに追い詰められる。

トリスは叛乱を起こすべく味方を探してフォーと共に駆け回っていたが、博学を司る「エリュアダイト」の指導者ジェニーンに捕えられてしまう。二人は無欲を司る「アブネゲーション」が生活を犠牲にして何を守り、なぜ「エリュアダイト」指導者は「アブゲネーション」に対して何もしないのかを解明しようとするが、それは時間との戦いでもあった。
