かつてエクストリームスポーツ界のカリスマとして知られ、15年前、NSA（米国家安全保障局）のギボンズの依頼でミッションに参加したザンダーは世界中を旅していたが、ギボンズがいるブラジルに人工衛星が墜落し、ギボンズが命を落としたと知る。ギボンズの後任のマルケは、人工衛星を操った最新装置“パンドラの箱”を奪った“ゴースト（幽霊）”というグループから“パンドラの箱”を奪回するようザンダーに依頼する。
