ちほ（１２才）は、おばあちゃん（７８才）と２人で暮らしていた。おばあちゃんは大家さんでアパートや文化住宅の家賃収入で生計を立てていた。ある日ちほは、足が悪くなったおばあちゃんに家賃の取り立てを頼まれる。簡単にOKしたちほは後悔する事に。アパートの住人どもは、ヤクザ、ホスト、ドロボウ、アル中など、人間のクズばかりで家賃をなかなか払ってくれないからだ。逃げるのが嫌いなちほは、戦う決意をして家賃の取り立てを開始する。
Kamagasaki is an "invisible" slum of Osaka that attracts day laborers and prostitutes since WW2. When the local gang has its treasured cauldron stolen, a war to find it begins involving the thugs, a 12 years old kid, a prostitute and a pickpocket, including the giant cauldron used to feed the destitute: The symbol of Kamagasaki.
In the near future, the economy has collapsed and the country has turned into a ghetto. A secret agency, Gokuraku, has been created by the government. Secret agents Aya and Chinatsu's mission is to fight against one of the largest international companies, Kuroda Group. Secret agents are called 'Lady Ninja', and they use a traditional Japanese umbrella-like tool called 'sangoku' to defeat evil.
