ゴジラシリーズ第16作。ゴジラ生誕30周年記念として前作から9年振りに制作された。1975年まで制作された「昭和シリーズ」との繋がりはなく、第1作(1954年)「ゴジラ」の直接の続編としてリブートされた、俗に言う「平成シリーズ」の第1作。大黒島沖で遭難した漁船の生存者・奥村は荒れ狂う嵐の中で巨大な怪物の姿を目撃していた。奥村を救助した東都日報の牧は生物学者・林田の助言を求めるが、林田は30年前に帝都を襲撃し東京湾で葬られたゴジラが目覚めたと推測。はたしてゴジラは復活していた。ソ連原潜を沈め、静岡井浜原発に現れると放射能を吸収し海へと消えたゴジラ。だがそれは破滅へのプロローグでしかなかった。
