After many years of separation, landscaper and part time dealer of illegal fireworks – Anders – is contacted by his father Thomas who is about to lose the family farm. To help his father, Anders returns home and starts a larger production of illegal fireworks and begins shipping it through the family's freight company. Through the traffic of fireworks, the family finds a way towards reconciliation and forgiveness for the first time since the family tragedy twenty years ago which Anders feels responsible for.

A mural painted with blood is found on the wall of Pasila train station, which depicts Finland's best-known serial killer Lasse Maasalo. The text in the mural, “Making the world a better place”, is linked to a voting circulating in social media, where people can vote for persons that world would be a better place without. Soon the first body is found and Sorjonen must find the person who has named himself as The Judge.

November 1999. 67-year-old Trond lives in new-found solitude and looks forward to spending New Year's Eve 2000 alone. Funeral director Phil suddenly has to deal with his own sorrow, as his wife passes away. Along with sorrow comes a meeting with the heartbroken daughter Sarah, who Phil has not dealt with in years.
