By all indications, an anti-government conspiracy is brewing in the Satsuma Domen. Already seven oniwaban spies sent by the shogunate have infiltrated Satsuma in order to scout everything on the spot. However, they had all disappeared, and it was unclear whether they were alive or dead. Kenzaburo Kamiya and Iori Matsumura successfully infiltrate as the eighth and ninth spies and witness law-breaking exercises using a cannon. However, soon Satsuma men found them and drove them to the cliff...

The film is set in Kyoto at the end of the Tokugawa period, when there is a fierce clash between the supporters of the Emperor, who are fighting for the overthrow of the Shogunate, and the Shinsengumi squad, who are chasing them. Suddenly, a mysterious masked warrior appears, on a white horse he is called Tengu from Mount Kurama and he opposes the Shinsengumi.

雑誌社に勤める守屋伴子には外交官の父がいたが、赴任先のキューバで動乱に巻き込まれて死んだことになっていた。伴子の母・節子は大学教授の隠岐達三と、伴子を連れて再婚した。隠岐は名の売れた教授だが世間体を人一倍気にする男で、絵を売ることを趣味にしていた。ある日、伴子は原稿を依頼するために女画商で有名な高野佐衛子の画廊を訪ねた。初対面の佐衛子はなぜかまじまじと佐衛子の顔をみつめると、明日自宅まで取りに来てほしいと言うのだった。その日、神田の古本屋に父の達三と行った伴子は岡部雄吉という大学院生と知り合った。雄吉は伴子に向かってズバズバとものを言ったが、伴子はかえって好感を抱いた。翌日、伴子は原稿を受け取りに佐衛子の豪華な邸宅を訪れたが、佐衛子はハバナで伴子の実父・恭吾に会ったことがあると告げるのだった。佐衛子にはキューバで知り合った恭吾に強烈に惹かれた過去があった。しかも革命に協力した恭吾を心ならずも裏切って、政府軍に密告したことが深い傷跡となって残っていた。伴子と初めて会った時、恭吾にあまりにも似た容姿から直感的に感じ取っていたのだ。このことは伴子にとって本当に意外な話だった。伴子にはその人の記憶がまるで無い。父と呼んだ記憶が無いのだ。そのうえ、父は日本に帰ってきたという。伴子はまだ見ぬ父への慕情が募りつつも、父と会うべきかどうかためらうのだった。

Meanwhile, Princess Yuki (Yumiko Hasegawa) and Chacha (Eiko Maruyama) are kidnapped by pirates, so after dedicating himself to rescuing them for the second time, he decides to accept his grandfather's challenge to become a navigator, just like his deceased father.

All hands on board the Kannonmaru were lost except for Shinkei, who alone made his way to land & eventually home to inform his grandson Jiromaru (Kinnosuke Nakamura) that his father Jubei met with disaster. Young Jiromaru tells his grandfather that he doesn't want to be a skipper like his father, but wants to go to Kyoto and become a samurai…

The Frightful Era of Kurama Tengu is a 1928 black and white Japanese silent film with benshi accompaniment directed by Teppei Yamaguchi. It is part of the Kurama Tengu series and features the battle between the title character, Kurama Tengu, and his impostor. The last scene, featuring sword fights of exhilarating speed, is one reason this series was very popular, especially with children.
