依頼者たちに代わって謝ることで、彼らが抱える多種多彩なトラブルを収束する東京謝罪センター所長、黒島譲（阿部サダヲ）。ヤクザの車と追突事故を起こし、法外な賠償金の支払いを迫られていた帰国子女・典子（井上真央）は、彼に助けられたのがきっかけでセンターのアシスタントとなる。二人は、セクハラで窮地に陥った下着メーカー社員の沼田（岡田将生）、あるエキストラの起用で外交問題を起こしてしまった映画プロデューサー・和田（荒川良々）など、さまざまな顧客に降り掛かる問題を謝罪で解決していく。

大分市役所広報課で働く西川千晶は、全国的に認知度の低い大分市ＰＲのため市長命令で女子綱引きチームを結成することに。彼女は、母親の勤め先で廃止寸前の給食センターの職員をチームに招き、全国大会出場まで勝ち進むことができれば廃止を撤回するよう市長に提案する。どうにかチームを結成するが、千晶自身もキャプテンとしてチーム入りするはめになる。
