若きナショナリストの山口、市川、小菅の幼馴染み3人は東条英機版ネオナチともいうべき結社“ネオ・トージョー”を立ち上げ、特注の白い戦闘服をまとう。その出で立ちで、自分たちの育った街・渋谷から汚いゴミを一掃しようと、日々街中で半端な不良どもを狩っていた。そんな彼らは、右翼系の政治結社・青修同盟の会長・青田に一目置かれ、何かと世話をしてもらうようになる。ある日、山口ら3人は不良外人が堂々とドラッグを捌いているクラブを襲撃する。だが、その店は青修同盟と対立する暴力団が経営していた。それが発端で抗争が始まり、山口たちは巻き込まれていく。
