古代中国を舞台に、司法次官と人魚の皇子の恋を描くラブロマンス。長安の治安維持にあたっていた遠山は、滅亡寸前の人魚の国から逃げ出してきた皇子、漪下を捕らえる。冷徹な遠山が漪下を殺さないことを周囲は不可解に思うが、二人は互いに惹かれ合っていた。

妖怪の世界で内戦が勃発し、王族は新たな王から追われる身となってしまう。妊娠していた王妃は人間界へと逃げ出し、小さな村の村長であるテンインに子供を託す。やがてテンインの腹部に子が宿り、それを知った新王の配下と妖怪ハンターの双方に狙われる。妖怪ハンターの女性ショウランに助けてもらいながら、王子のフーバを産んだテンイン。彼とショウランは愛らしいフーバを自分たちの子供のように育てるが、次から次へと追手が襲ってくる。
