1971年、ニューヨークに住むフォトジャーナリストのユージン・スミス(ジョニー・デップ)は、過去の栄光にすがり酒に溺れる日々を送っていた。そんな折、日本のカメラマンとその通訳を務めるアイリーン(美波)が彼のスタジオを訪れる。アイリーンは日本の大企業チッソが工業排水を垂れ流した結果人々が病に倒れていると語り、ユージンに病気で苦しむ彼らの取材をしてほしいと訴える。
