1853年のペリーの黒船来航以来、長らく続いてきた日本の鎖国制度の存続をめぐって江戸幕府の中で議論が沸騰。尊王攘夷を唱えた水戸藩主・徳川斉昭は、開国近代化を推し進める大老・井伊直弼の一派によって失脚の憂き目に遭い、以後も井伊は、安政の大獄を断行。これに憤った関鉄之介ら、水戸藩士たちは脱藩浪士となり、井伊暗殺の機会をうかがっていた。そして迎えた1860年、ついに彼らはその計画を実行に移す。
