Hanpeita Takeichi, a samurai, finds that he has travelled through time to modern-day Japan. He's taken in by an old man who runs a cram school, and begins to work as a teacher there.

霧生忍者の陽炎太は忍び込んだ屋敷で、生き別れた父親にそっくりな太った猫に遭遇。彼はその猫の中に、秘伝“変化の術”を使った父・剣山の面影を見て“父上”と呼び、猫を父親に戻すための巻物を探す旅に出る。だが抜け忍となった彼は、忍者頭・桂木の命を受けた青目率いる忍者軍団の追撃を受ける。青目の手裏剣でももを負傷した陽炎太は旅籠で休息を取ることにするが、そこでも仲働きに化けた女忍者の紅葉に襲われる。

南町奉行所見廻り同心・渡辺小五郎（東山紀之）は、新たに設けられた本町奉行所に転属となった。新しい上司・増村倫太郎（生瀬勝久）から命じられたのは、遊郭の裏座敷に設けられた違法の賭場への潜入捜査だった。女郎じょろう買いの客になりすまし、にぎわう賭場に潜り込んだ小五郎の前に、弥勒坊燕斎（高橋英樹）なる男が現れる。燕斎は、「世の為、人の為」を合言葉に、幕府の普請改役から次々と大きな土木仕事を受注していると噂の「塵尽会」の棟梁だ。燕斎の姿を見た小五郎は驚きを隠せない。というのも、燕斎は、常磐津の師匠をしている花御殿のお菊（和久井映見）の知り合いの男だったからだ。お菊が「仙吉さん」と呼んで慕う燕斎だが、小五郎は、只者ではない雰囲気を感じ取ったのだった。一方、小五郎とともに賭場を訪れた 経師屋の涼次（松岡昌宏）は、ひょんなことから家出娘のお春（剛力彩芽）を助けて一緒に逃げるはめに。やんちゃなお春の扱いに困った涼次は、仕立て屋の匳（田中聖）にお春を押しつけてしまう。好きな人に会いたい一心で家出したというお春にほだされた匳は、しばらく家に置いてやろうと決めるのだが、これが思わぬ結果を招くことになり……。そんな矢先、小五郎は、増村からまたも潜入捜査を命じられる。その先は、なんとあの「塵尽会」だった！

First Lieutenant Shun'ichi Maki of the Japan Air Self-Defense Force is a prestigious F-15 Eagle jet pilot (or "driver" as he is called in the film). A lifelong fan of flying since he was a child, being a pilot is his ultimate dream. Unfortunately, his duties distance himself from his wife, Yoko, who always ends up being neglected, and his son, Tsugumu, who has a congenital blood disease and has a high risk of dying at a young age.Maki decides to quit the Air Force to devote more time to his family and to spend whatever is left for his son. He takes a part-time job as a commercial tour guide run by a kindly group of people who allow him time to work and to also take care of his family.

A high-school girl is kidnapped by gang lords and held captive for several months. Over this time, she repeatedly beaten, raped, and tortured. On the 25th of November 1988, four youths abducted and held Furuta Junko in the house of one of the captors. Subjected to rape, torture, and humiliation, Junko had no hope of escape as the manhunt was stalled by the captors forcing her to tell her parents that she was ok. For 41 harrowing days, Junko had to endure unimaginable suffering at the hands of these four individuals. Finally, after losing in a game of mahjong solitaire, they beat her with an iron dumbbell and set on fire with lighter fluid. She died later that day from shock. In an attempt to hide their crime they buried her in cement and thus the name 'Concrete Encased High School Murder Case' was born as Japan had to confront the horrors of this crime. The perpetrators disposed the drum in a tract of reclaimed land in Koto, Tokyo.

The film centers on Riko Murakami, a tough-as-nails detective who is also the single mother of a young boy. At work, she has hit a wall investigating a grisly murder in a hotel room.
