ジオン・ズム・ダイクンの遺児であるキャスバルとアルテイシアの兄妹は、ジンバ・ラルと共に地球に逃れ、テアボロ・マス家に身を寄せており、エドワウとセイラという名で平穏に暮らしていた。だが、彼らを追うザビ家の魔の手が、再び迫りつつあるのであった…。
そのころ、サイド3はジオン自治共和国と国名を変え、ザビ家が実権を掌握し、支配体制を固めつつある一方、地球連邦軍に対抗するための新兵器、モビルワーカーの開発に着手していた。
