After the revolution of December 1989, Romania is in full transition. Incertainty and chaos have followed Ceausescu's downfall. Fane, a worker in a wharf on the river Danube, is a former dissident who was in involved in politically motivated uprisings. Now that he has achieved what he has fought for, he is unemployed and everything around him seems to fall to pieces. His whole family falls victim to the changes of the early 90s. His daughter prostitutes herself, his elder son ends up in prison and his younger son becomes a thief.

After his wife is brutally murdered, a policeman transfers to patrol duty at a college, only to discover that the now-executed murderder may be brought back to life as part of a professor's experiment.

A film about the historical uprising of the seamen in Kiel: During the Russian October Revolution of 1917, German and Russian soldiers start to solidarize with each other. By disarming the officers, machinist Henne Lonke and stoker Jens Kasten prevent the attack on a Russian freighter. When German admiralty gives out orders for operation "Nibelungen", which would lead the German fleet into a suicidal attack against England and quell the revolutionary spirit, seamen and soldiers from different political backgrounds unite in protest.

The Dean and Board of Flunk Well College are arguing with its football coach, Bergen, about the team's star player, Charlie McCarthy, who is the only reason the team is a winning one, but who isn't doing well academically and could be pulled from the team if his grades and behavior don't improve. In other words, Charlie is a dummy in more ways than one. Beyond other problems Coach Bergen has with Charlie concerning the coach's girlfriend Joan, Coach Bergen has to get Charlie prepared to pass an exam administered by the Dean.
