R.P.M. stands for (political) revolutions per minute. Anthony Quinn plays a liberal college professor at a west coast college during the hedy days of campus activism in the late 1960s. Radical students take over the college, the president resigns, and Quinn's character, who has always been a champion of student activism, is appointed president. As the students continue to push the envelope of revolution, Quinn's character is faced with the challenge of restoring order or abetting the descent into anarchy.

The Utah Kid was a late entry in Monogram's "Trail Blazers" series. These low-budget westerns usually featured three cowboy stars; this time, however, there are only two, Bob Steele and Hoot Gibson. Though neither star is a spring chicken, Steele is the younger of the two, so he's the "Utah Kid" by default. The plot, involving a gang of crooks who go around fixing rodeo results, was designed to accommodate yards and yards of stock footage.

Later, Tom discovers Crowley's men rustling his cattle and is shot. Nevada finds him severely wounded and hides him with Jeff Lewis (Sam Flint) and his daughter Mary (Ellen Hall). Sandy, posing as a dentist, arrives in town after a wire from Nevada. The latter confronts Crowley with the crooked deck and also with the fact that Tom is still alive, and demands a partnership from Crowley. When Crowley learns that Lewis is hiding Tom, he decides to have both Tom and Nevada killed.

Cosmo is with Sergeant Flanagan when the attempt is made in front of a night club, where a bystander is seriously wounded in the gun-battle. Police Chief Murphy blames Flanagan for the shooting and demotes him. Cosmo, with the aid of a porter, Eustace and Flanagan's fiancée, Susan, tries to find the killer. Phyllis is finally kidnapped and Cosmo decides the act was committed by one of the two gangs. He has her father place an ad in the newspaper that contact has been made with the kidnappers. Each gang thinks the other is pulling a double cross, and one gang wipes out the other.
