'정의의 친구들'은 그들이 응징해야 할 명단까지 만들어 두고 정의의 참맛이 무엇인지 보여주기 위해 마치 KKK단처럼 활동하며 표적대상들을 하나 둘씩 차례로 없애기 시작하는데. 어느날 데릭은 여자친구 크리스티(Christie: 로리 로그린 분)와 함께 캠퍼스를 거닐던 중 '정의의 친구들'에 의해 칼에 찔린 한 학생을 발견하곤 데릭 또한 그 조직 멤버라는 것을 알아 차린다. 아연실색한 크리스티는 데릭을 멀리하고. '정의의 친구들'의 활동은 그들 스스로가 영웅심리에 도취되어 이성을 잃고 점점 과격해진다. 그들의 행동이 법이요 곧 규칙이었다. 이제 경찰도 '정의의 친구들'을 알아내기 위해 혈안이 되어 있고 이 사실을 안 데릭은 '정의의 친구들'을 설득하나 그들은 이대로 물러설순 없다며 끝장을 내자고 주장한다. 크리스티와 빅터(Victor: 키퍼 서덜랜드 분)가 가깝게 지내자 데릭의 괴로워하는 모습을 본 '정의의 친구들'은 빅터에게까지 손을 뻗쳐 그를 살해하기 위해 폭탄을 설치하는데.
