귀엽고 사랑스러운 소녀와 무리를 빠져나온 어린 고래의 사랑과 우정! 사랑스런 꼬마 숙녀 키라(빈디 어윈)는 여름을 맞아 고향 호주를 떠나 남아프리카의 할아버지를 방문한다. 바닷가 근처에서 다 쓰러져가는 놀이공원을 운영하고 있는 할아버지 거스 그리스비(보 브리지스)와 손녀딸 키라의 여름이 시작된다. 어느 날 폭풍우가 치던 날 밤 바다 속에서 길을 잃은 돌고래들이 얕은 바다까지 밀려오게 되고 그 중 아기 고래 한 마리가 남게 된다. 키라는 이 아기 고래에게 ‘윌리’란 이름을 붙여 주고 둘은 둘도 없는 친구가 된다. 한편 할아버지는 윌리를 이용해 ‘윌리와 해적’ ‘돌고래 쇼’ 등을 이용하여 본격적인 돈벌이에 나서며 놀이 동산을 운영해 나간다. 많은 사람들은 아기 돌고래 윌리가 보여주는 쇼에 환호한다. 하지만 비싼 갚에 윌리를 팔아 넘기려는 업자들의 음모가 생겨나고, 할아버지는 고민에 빠진다. 자신의 가장 친한 친구인 윌리의 아픔을 지켜볼 수만은 없다고 생각한 키라는 윌리를 탈출 시킬 계획을 세우게 된다. 어린 키라는 돌고래를 다시 가족과 친구들의 품으로 돌아갈 수 있도록 위대한 작전을 계시한다.

남아공의 특혜받는 백인 국민으로 태어난 도날드 우즈(Donald Woods: 케빈 클라인 분)는 지방 신문의 편집 국장으로 흑인민권운동가 스티브 비코(Steve Biko: 덴젤 워싱턴 분)에 대한 비방기사를 실었다가 흑인 여의사 람펠레 박사(Dr. Bamphele: 조셋 사이몬 분)의 항의 방문을 받는다. 그녀의 권유로 비코를 직접 찾아가 만난 우즈는 아프리카인 고유의 문화와 생존권을 회복하기 위해 평화투쟁의 방법을 지도하고 있는 비코에게 깊은 감명을 받고 조국 남아프리카의 장래는 흑백인이 공존하는 민주적 체제여야 한다는 확신을 갖게 된다. 백인사회의 하급노동만을 전담하면서 그들이 길들이는 방식대로 교육을 받던 흑인들이 비코의 지도로 의식화되고 고유의 문화운동으로 삶의 보람을 찾는 것을 기사에 반영하던 우즈는 정부당국으로부터 불온의 딱지가 붙어서 요시찰 인물이 된다. 그러나 그는 비코가 당국에 의해 체포되고 고문사 당한 다음 단식투쟁에 의해 죽었다고 허위발표되자 시체를 촬영하여 세계 언론기구에 우송한 다음 보안당국에 의해 연금상태가 되고, 흑백차별에 반대하는 모든 백인의 운명도 흑인과 같아진다는 것을 체험한다. 그는 탄압을 견디다 못해 비코의 전기를 출간하기 위해 국외로 탈출할 결심을 하고 호주방송의 특파원인 브루스 기자의 도움으로 남아공 국경밖으로 극적으로 탈출하고, 첩보영화를 방불케 하는 기발하고 대담한 작전으로 아내와 다섯 아이들로 국경을 넘게 하여 비행기편으로 영국 망명에 성공한다.

교외에서 7명의 풋볼 팀 선수들이 한 청년에 의해 살해되는 사건이 발생하고, 국선 변호인으로 존(스티브 쿠건)이 해당사건을 수임하게 된다. 17살의 리온(Garion Dowds)이란 소년에 의해 발생한 사건은 남아공을 떠들석하게 만들고, 사형제를 찬성하는 사람들은 리온 역시 교수형에 처해야한다고 주장하기에 이른다. 하지만 온국민이 떠들석하게 떠들때에도 정작 당사자인 리온은 침묵을 지키고 있었고, 존은 사건 뒤에 숨은 무언가에 주목하게 된다. 그러면서 리온이 교도관이었다는 사실과 그가 한해 동안 일어난 모든 사형집행에 참여했다는 사실도 알게된다. 그러면서 밝혀지는 사형제도의 이면들. 과연 리온은 왜 그들을 죽였으며, 그것들은 무엇을 가리키고 있는 것일까?
