1980년대 중반 폴란드 출신 교황 바오로 6세가 브라질 리우데자네이로에 세 번째 방문을 하는데 하필 유명한 슬럼가 favela 역의 한 호텔에 묵는다고 고집을 피운다. 국민의 95% 이상이 천주교인이기 때문에 교황이 위태로워져서도 안되고 한 방의 총소리도 근처에서 들리지 않게 하기 위해 브라질 정부는 몸살이 난다. 교황방문 6개월 전, 극심한 부패로 경외와 경멸을 동시에 받으며 경찰 위신은 바닥에 떨어져 있는 상태에 언제 어디서 총을 맞을지 모르는 이 지역에 두 명의 경찰 신참이 들어오는데...

이집트 국적의 공학자인 남편이 남아프리카에서 미국으로 오던 중, 감쪽같이 사라지자 남편을 찾기 위해 백방으로 뛰어다니는 한 주부와 미국 정부 담당자와 이슬람 정부단체 등이 얽힌 이야기를 그린 영화.

1945년 모든 전선에서 일본군이 패하고 있을 무렵 뇌물수수로 예편 당한 의학박사 이시이 시도 박사가 731 부대장으로 부입한다. 동시에 부족한 병력을 보충하기 위해 일본인 소년병들을 모집, 731 부대의 특수임무 수행을 위한 엄격한 훈련이 시작된다. 소년병들의 교육 과정은 냉동 실험, 세균 실험, 독가스 실험, 폭파 실험 등 살아있는 인간 마루타를 대상으로 온갖 잔혹한 실험을 하는 것이다. 표면적으로는 비인간적이고 변태적인 소장의 명령에 따르면서 소년병들은 내심의 갈등을 계속하고, 세균폭탄 투하실험에서 그 잔인성은 극에 이른다. 드디어 완성된 세균폭탄을 전선에 싣고 가기만 하면 되는 순간, 일본의 항복과 퇴각명령이 내려진다. 세균폭탄의 비밀유지를 위해 살아남은 중국인들은 모두 사살되고 비밀서류와 시설은 불태운 후 731부대는 퇴각한다. 마지막으로 생존한 마루타였던 중국인 소년이 이시이 부대장에게 칼을 휘두르지만 결국 죽음을 당한다.

지노는 12년간의 복역을 마치고 출감한다. 은행강도 혐의로 수감되었던 그는 아내의 사랑과 전직 경찰관이던 보호 감찰관 제르멩의 보살핌 덕에 무사히 형기를 마치게 된 것이다. 모든 과거를 잊고 평범하게 살아가려는 지노에게 암흑가의 친구들은 유혹을 하고 형사 그와트로는 감시의 눈길을 떼지 않는다. 제르멩의 가족과 야유회를 마치고 돌아가던 중 교통사고로 아내가 사망하고 만다. 모든 과거를 잊어버리고 새로운 삶을 시작하려는 지노를 미행하던 그와트로는 그의 주변 사람들에게 과거의 은행강도와 가까이 지내지 말라고 한다. 암흑가의 친구들이 은행을 털다 체포되고 지노와 만나는 순간을 목격한 경찰은 그를 의심하며 거짓 증인들을 만들어내며 삶의 막다른 골목으로 몰아간다. 평범한 은행원인 루시와의 만남. 차가운 사회의 시선은 그녀와의 사랑을 통해 모든걸 잊고 살아가려는 지노의 행동을 거부하고. 결국 지노는 루시에게 거짓 자백을 받아내려는 형사 그와트로를 살해하고 마는데.

폭력적인 성향을 지닌 아즈마 형사는 신참인 기쿠치 형사와 함께 부두 살인 사건을 조사하기 시작한다. 용의자 아카네를 잡으려다 오히려 형사들이 당하게 되자 아즈마는 추적 끝에 용의자가 타고 있던 차를 들이 받는다. 마약 판매상인 하시즈메의 자백을 받아낸 그는 보안과의 이와키 형사가 마약을 빼돌리고 있다는 것을 알게 된다. 한편 마약업주 니토는 킬러인 기요히로를 고용하여 하시즈메를 제거하고, 이와키는 자살한다. 사건을 조사한 아즈마는 이것이 니토의 소행이라는 것을 알아차리고 그에게 경고를 한 후 기요히로를 체포한다. 그리고 기요히로를 취조하던 중 그에게도 이와키와 똑같이 자살을 하라고 협박을 하고, 이것이 문제가 되어 경찰을 사퇴하게 되는데...
