전쟁 후 보디가드로 고용된 비숍(마크 다카스코스)의 고객이 암살당하면서 거대한 음모에 휘말린다. 그의 고객 트렌트는 정보국과 손잡고 전쟁국에 인도적인 지원을 하지만 뒤로는 무기 밀거래를 하는 거부. 사건은 연방 수사국의 특수 요원 루(캐리 앤 모스)에게 맡겨진다. 최선을 다해 진상조사에 나서는 루, 그러나 오히려 트렌트의 부인은 암살될 위기에 처한다. 한편 비숍은 책임감 때문에 암살범을 찾아 나서지만 오히려 루는 비숍을 의심하고 사건을 종결시키려는 정보국 국장의 압력은 거세진다. 비숍 역시 암살 목표가 돼 사건은 일촉즉발 위기를 맞고 옛 스승에게 정보를 얻으며 사건의 윤곽을 잡아가던 비숍은 놀라운 사실을 알게 된다.
