13세기 말, 스코틀랜드 왕이 후계자 없이 죽자 잉글랜드는 왕권을 요구하며 스코틀랜드에 포악한 정치의 그림자를 드리우기 시작한다. 윌리엄 월레스(멜 깁슨)는 폭정을 피하여 멀리 보내져 양육된다. 그가 성장하여 고향에 돌아왔을때 스코틀랜드는 여전히 잉글랜드의 군주 롱생크(패트릭 맥구한)의 핍박과 탄압에 시달리고 있었다. 그는 운명적인 사랑의 여인 머론(캐서린 맥코맥)을 만나 결혼하지만, 잉글랜드의 폭정에 머론은 잔인하게 처형된다. 월레스는 머론의 복수를 다짐하고, 하나 둘씩 모여드는 스코틀랜드 사람들을 모아 용맹과 투지로 무장한 저항군의 지도자가 되는데...

18세기초. 잉글랜드에서 독일의 조지 1세를 왕으로 삼자 스코틀랜드에서는 그를 왕으로 인정하지 않고 제임스 스튜어트를 왕으로 삼기위해 반란을 일으킨다. 반란을 일으킨 여러 문중 중에 롭 로이 맥그레거(MacGregor : 리암 니슨 분)가 이끄는 맥그레거 문중이 마지막에 남게 된다. 롭 로이는 어머니쪽 친척이 되는 아가일 공작(Duke of Argyll : 앤드류 케이어 분)이 이끄는 잉글랜드 군대에 패해 잡히는 처지가 된다. 이 소식을 들은 롭 로이의 어머니는 런던으로 압송되어 가던 아들을 아가일 공작의 양해 아래 기회주의자 몬트로즈 공작(Marquis of Montrose : 존 허트 분)의 손에서 구출한다. 집으로 무사히 돌아온 롭 로이는 평소에 연모하고 있던 헬렌 메리(Mary MacGregor : 제시카 랭 분)에게 청혼하고 결혼식을 치른다. 그때, 아가일 공작대신 새로운 스코틀랜드 총독이 된 몬트로즈 공작이 보낸 킬리언(Killearn : 브라이언 콕스 분)이 롭 로이의 체포영장을 가지고 나타나는데...
