글도 읽을 줄 모르고 오로지 TV에서 나오는 음악에 맞춰 춤을 추는게 전부인 비비스(Beavis: 마이크 저지 목소리 분)와 버트헤드(Butt-head: 마이크 저지 목소리 분)가 TV를 도둑 맞는다. TV를 찾으러 집뿐만 아니라 온동네를 돌아다니며 소동을 일으키며 이잡듯이 뒤지지만 TV는 온데간데 없다. 그러던 중 오직 TV를 보기 위해 모텔에 들른 이 두 친구는 거기서 머디(Muddy Grimes: 브루스 윌리스 목소리 분)라는 남자를 만난다. 그는 전처라면서 달라스(Dallas Grimes: 데미 무어 목소리 분)의 사진을 보여주며 라스베가스에 있는 그녀를 혼내주면 만불을 주겠다고 제안한다. TV를 새로 살 욕심으로 비비스와 버트헤드는 이를 승낙, 라스베가스로 가서 달라스를 만난다. 한편, 훔친 화학무기 X-5를 이용하여 워싱턴에서 테러를 계획하고 있는 달라스는 FBI의 추적을 받고 있는 상황. 달라스는 비비스와 버트헤드가 다투는 틈을 이용해 비비스의 바지 안에 화학무기를 숨기고 워싱턴까지 가는 대륙횡단버스에 태워 보낸다. 아무 것도 모르는 비비스와 버트헤드는 워싱턴으로 가는 곳곳에서 말썽을 일으키는데, FBI는 이들을 테러범으로 오인하고 전국에 지명수배한다. 우여곡절 끝에 위싱턴에 도착한 이들은 다른 관광객들과 함께 백악관을 구경하러 나서는데 마침 이 시간 백악관에서는 X-5가 도난당했다는 기자 회견이 열리고 있다. 자신들이 무시무시한 화학무기를 지니고 있는지 모른 채 비비스와 버트헤드는 백악관 이곳 저곳을 구경하는데.
