This film concerns a writer of mystery stories who bases his villain on a criminal, played by Malcolm McDowell, who is incarcerated in prison. Escaping prison after his apparent death in a fire, the criminal plans to revenge himself on the writer (Roger Moore) for 'stealing his personality', and proceeds to carry out a set of murders based around the novels. Moore is unable to convince the authorities of the true murderer and, alerted by an avid fan (Nancy Allen) who has psychic powers, seeks to trap McDowell into giving himself away.

A story about the great basketball player "Pistol" Pete Maravich when he was in the eighth grade. In the future, national boundaries have been broken down and two giant super-states remain—the bleak, oppressive, and totalitarian "Hemisphere," and the sprawling and futuristic "Megaville." Megaville has an elected president, but the entire system is rife with corruption. All forms of media are encouraged in Megaville, but this freedom has aided moral decay with the distribution of pornography and violent movies. Outside Megaville lies the Hemisphere; whereas Megaville is clean and ordered, the Hemisphere is in a state of decay. Travel from the Hemisphere to Megaville is restricted with few exceptions to the powerful. An artist fired from his job comes home and discovers that his wife is having an affair and that she is leaving with her lover. He then sets off in pursuit of them, but in the process runs into another woman who is on the run from her crazed lover who is chasing her as much to get his stolen motorcycle back as he is to actually find her.

This musical is based on four short stories by Damon Runyon. In one tale, gambler Feet Samuels sells his body to science just as he realizes that Hortense loves him and that he would rather live than die. In another story, Harriet's parrot is killed, and she has problems dealing with her loss. Then, there is a gambler, "Regret", who has bloodhounds on his trail when he becomes a murder suspect. Finally, "The Brain" is bleeding profusely, and his friends search for a way to save his life through a blood transfusion.
