영국의 왕 헨리2세가 교회와 세금 문제로 싸움을 하는 도중 캔터베리의 대주교가 죽는다. 왕은 그 자리에 자신의 분신과도 같은 토마스 베켓을 캔터베리의 대주교로 임명한다. 헨리 2세와 토마스 베켓은 우호적인 관계를 지속한다. 그러던 어느 날 죄를 지은 성직자가 살해당하는 사건이 발생한다. 토마스 베켓은 성직자를 교회에서뿐만이 아니라 세속 법정에서도 재판 할 수 있도록 한 클라렌드 칙령을 거부한다. 이 사건으로 그는 프랑스로 추방된다. 토마스 베켓은 이 사실을 교황에게 상소하였지만 헨리 2세와 반목하기를 원치 않았던 교황은 이를 묵인한다.
토마스 베켓은 프랑스 국왕 루이 7세의 보호를 받는다. 그리고 그 덕분에 헨리 2세와 평화 협정을 맺고 영국으로 귀향한다. 그러나 그는 헨리2세의 기사들에 의해 캔터베리 대성당에서 살해당한다. 그 후 헨리 2세는 공적으로 참회하고 토마스 베켓을 순교자로 시성한다.
