The film follows the story of Sugi Toranosuke, a ronin, who returns to his home town of Edo many years after his attempted suicide as a sickly child. Rescued and adopted by a master swordsman, he has grown into a master swordsman and a very kind gentleman. The time is around 1868 the year that the nails were finally put into the coffin containing the feudal system that nurtured and sustained the samurai. Sugi is confused and unsure about what is happening but his teacher wants him out of the chaos of the multiple power struggles between the various clans.

Tonomura has a singular taste in women. He likes them, but he wants them tattooed. To this end, young Osayo has herself decorated with a celebrated flying-angel pattern and in this way brings much pleasure to her patron. A young hoodlum named Shinnosuke also covets the tattooed maiden. He, decorated with the design of a famous thief, finally gets to her and she responds as she rarely does with her older lover. Also in love with her is a young girl named Okimi who has herself tattooed with a courtesan design just to please the older woman. Having done so, however, she becomes fair prey to the tattoo-loving Tonomura who loses no time in seducing her.

Two rival groups of gangsters vie for control of a tiny port town in northern Japan. Daisuke, a member of the older of the two gangs, and Kosuke, a hoodlum in the newer gang, both fall in love with the daughter of an inn proprietor, even though she evinces more interest in improving the town than in their romantic advances. A woman diver in great peril is rescued by Shinji, a fisherman. But his deed is belittled by Takiko, another diver, as a rash act. Her attitude, however, is nothing but a cloak to hide her affection for him.
