Philip Scott, the boss of a toy company, is secretly also the chief of a British spy organization. Scott's cover is destroyed when enemy agents kidnap his girlfriend to force him to reveal the identities of his fellow spies.

Norman is quite happy selling newspapers outside Westminster station but his Grandfather (the Prime Minister) wants to get him "a more responsible job". A few favours are called in and Norman becomes the newest reporter at the seaside town of Tinmouth. Former OSS officer Alan Holiday, now living in London, is visited on New Year's Eve by Catherine Carrel who says she is a close friend of Jules Lemoine who served with Holiday during the war. Lemoine urgently requests that Holiday go to Paris on a secret mission. Lemoine visits and wants Alan to deliver a reel of tape which he gives him, and keeps a fake reel himself to deceive enemy agents. Lemoine is killed and the fake tape stolen. Holiday, poses as an assistant to photographer Louis Vernay, and they take three models along to further the ruse.

An accident in the butchers shop leads Norman Pitkin and Mr Grimsdale to the hospital where, after causing the normal ammount of chaos, Pitkin finds Lindy, a little girl who hasn't spoken or smiled since her parents were killed in an aeroplane accident. Pitkin decides to help.
