1972년 6월 미국 워싱턴 워터게이트빌딩 내에 소재한 민주당 전국위원회 본부에서 도청장치를 갖고 침입한 다섯명의 남자들이 체포된다. 취재를 맡은 "워싱턴 포스트" 기자 밥 우드워드는 이들의 심리가 열리는 재판정에서 수상한 징후를 발견하고 이 사내들이 CIA, 더 나아가 현직 대통령이자 차기 공화당 대권주자인 리처드 닉슨의 측근과 연계되어 있다는 의혹을 품게 된다. "워싱턴 포스트" 편집국에서는 기사 작성에 노련한 또 다른 젊은 기자 칼 번스타인을 우드워드에게 붙여주고, 약간의 신경전 끝에 두 사람은 진실을 규명하기 위해 의기투합하게 된다. 사건의 배후를 좇는 과정에서 밥은 딥스로트라 불리는 정체불명의 취재원과 접촉하게 되는데, 모든 정황을 알고 있는 듯 보이는 그는 밥에게 “돈을 따르라”라는 수수께끼 같은 조언을 건넨다. 다섯명의 사내를 움직인 자금이 닉슨 대통령의 재선위원회에서 유입되었다는 정보를 포착한 두 기자는 선거 운동을 담당했던 직원들에 대한 탐문 취재를 시작한다. 그리고 여러 난관을 극복한 끝에 마침내 워터게이트 사건의 배후에는 백악관의 실세가 존재하고, 빌딩 침입 훨씬 이전부터 이들이 민주당 대선후보군에 대해 조직적인 방해 공작을 시도했었다는 사실을 알게 된다. 닉슨은 결국 재선에 성공하고, 두 기자는 신변의 위협 속에서 좀더 확실한 증거와 증인 확보를 위한 분투를 이어간다.

앨 루이스(조지 번스 분)와 윌리 클락(월터 매튜 분)은 이제 기억력도 오락가락하고 거동도 느릿느릿한 백발노인이지만, 과거엔 환상의 보드빌 콤비로 이름을 날린 코미디언이다. 일상에서도 유머와 재치가 넘치는 쟁쟁한 실력파 배우인 그들은 무대에서 티격태격하며 배꼽을 쥐게 하지만 성격이 무척 달라 실제론 사이가 좋지 않다. 앨의 은퇴로 명콤비가 해체되면서 거의 앙숙이 돼 오랜 세월 말도 안 해온 상태. 쇼프로 프로듀서인 윌리의 조카 벤(리차드 벤자민 분)은 특집 방송을 앞두고 두 사람의 재결합을 위해 출연을 적극 제의하지만, 윌리는 앨과의 공동출연이라는 말에 노발대발한다. 벤의 중재로 겨우 재회 겸 리허설 자리를 마련하나, 서로 꼬투리를 물고 트집만 잡다 비위가 뒤틀린다. 벤의 끈질긴 설득으로 두 노배우는 촬영 전 일체 상종 않는 조건하에 출연하기로 한다. 그런데 막상 촬영 당일, 연기 도중 앨은 윌리가 가장 싫어하는 두 가지 행동을 한다. 말하면서 침 세례 퍼붓기와 손가락으로 삿대질하기다. 꼭지가 돌아버린 윌리는 대사를 깡그리 무시하고 그간 마음에 쌓아뒀던 불만을 쏟으며 인신공격에 열을 올리다 심장마비로 쓰러진다. 앨은 미안하고 걱정스런 마음에 윌리의 집에 꽃바구니와 사탕을 계속해 보내면서도 친구의 흥분을 자극할까봐 이름을 안 밝힌다. 시간이 좀 지나 앨이 찾아오자 윌리는 사과하러 온 줄 알고 쾌재를 외친다. 하지만 윌리와 똑같이 옹고집에 자존심 센 앨이 사과할리 만무. 오히려 윌리가 늘 조크를 진지하게 받아들여 병을 자초한 거라고 헐뜯는다. 그러나 퉁명스럽게 굴면서도 속으론 화해를 나누고, 내내 옥신각신하지만 주고받는 담화에서 끈끈한 정이 느껴진다.

갓 부임한 신참 형사 프랭크 서피코(알 파치노)는 자신의 방식을 고수하겠다는 결심이 대단하다. 그의 방식이란 정직하게 일한다는 것과 자유롭게 복장을 입는 것이다. 서피코는 히피처럼 옷을 입고, 정성스럽게 턱수염을 기르고, 목에는 염주 목걸이를 주렁주렁 달고 다닌다. 동료 경찰들은 서피코는 괴짜로 취급하면서 공공연히 그를 따돌린다. 하지만 서피코는 누구보다도 청렴결백하고 경찰로서의 의무에 충실하다. 그러던 어느 날 편지로 알고 받은 봉투 속에 거액의 돈이 들어 있는 것을 보게 되는데 그것은 다름 아닌 뇌물이었다. 서피코는 이를 거절하지만 동료 경찰들의 비웃음 사고 경찰이 뇌물을 받는 게 아주 당연시 되어 있는 분위기에 경악케 된다. 상관을 찾아가 뇌물 수수의 부당함을 알리지만 무시만 당하자 서피코는 경찰 고위층을 찾아가 시정을 요구한다. 서피코의 정의의 폭로는 경찰 내부조사의 계기가 되지만 그는 요주의 인물이 되어 경계의 대상이 된다. 하지만 뿌리 깊은 경찰 부패의 고리는 쉽게 끊어지지 않고 서피코는 이에 실망해 뉴욕 타임즈 기자를 만나 경찰들의 부정행위를 고발한다. 여론은 들끓고, 경찰에서는 개혁의 조짐이 보이기 시작한다. 마약반으로 부서를 이동한 서피코는 의문의 총기 사고를 당한다.
