This feature film based on the events of 1938 is a chronicle of the futile efforts of the Czechoslovak president Edvard Benes (Jirí Pleskot), politicians and ordinary citizens, to save the independence and the territorial integrity of the state from the advance of Hitler's Germany. On the 29th of March 1938 the leader of the Sudeten Germans Henlein (Werner Ehrlicher) has a meeting with Hitler (Gunnar Möller). Hitler orders him to intensify pressure on the Czechoslovak government. On the 24th of April in Carlsbad, the Sudetendeutsche Partei (Sudeten German Party) decides upon eight demands that are unacceptable to the Czechoslovak President, since they would ultimately lead to the break-up of the Republic. Benes still shows a certain willingness to negotiate, and Henlein resents this. The Germans are determined to make further negotiations impossible through incidents and violence.

In the Prague Old Town and the adjoining streets there is always plenty of life. Housewives shop, beggars arouse sympathy, the Salvation Army tries to put the godless on the road to salvation by hymns and sermons, and Ferdys Pistora hunts in the pockets of his fellow men and isn't even put off by the presence of an officer of the law. Ferdys sets off to burgle villa of the banker Rosenstok, but a fire breaks out in the house and Ferdys ends up saving the banker's two small children. For this he is celebrated as a hero and gets a place as an errand boy with the Rosenstoks. Twelve-year old Kosta, a little boy of an overactive imagination, makes friends with equally sensitive eleven-year old Blanka. Fantasy leads the two children to the forgotten attic in the house of Blanka's parents. For them, this is the forbidden "thirteenth chamber," and to Kosta, an old glass vase becomes a magic ball with the help of which he can play his favorite play "on fate". The children observe the adults and unconsciously sense that something has gone wrong in Blanka's family. Her dad is a physician and her mother is not happy with him, still recollecting her former wooer Petr who left for India upon his graduation.

More than twenty years after the Second World War, a mining engineer named Fischer is revealed as a former member of the Gestapo, Karel Kraus. He is sentenced for murder to eight years in prison and now works with other prisoners on the renovation of the Convent of St Agnes of Bohemia in Prague. Then a car with a foreign registration begins to park regularly close to the construction site. Its crew, a man and a woman, contact the construction foreman, who probably would not reject a bribe offer to perform some service. The prisoner Bicík is appointed to work with Kraus; Bicík gives him a message from Kraus' brother Bert, who lives abroad, that he wants to help him escape.

On an early Sunday evening, people of the small town are reading lottery results that are hung on a board. Young man Karel Antos is annoyed that his lottery-ticket missed the main prize, a car, by only one number. Karel is going to the pub to drink away his bad luck with his friend Jirka Broz. The old accountant auditor Zelinka drops a wallet. Karel picks it up and before he gives it back he notices the winning lottery-ticket in it. Both young men accompany the old drunk man. Karel steals the ticket and exchanges it with his own. Next day, Zelinka is found dead. Investigators, Captain Tuma and the Lieutenant Líbal, soon discover that this is a murder case covered up as an accident.

A boy dreams of winning an ice hockey game. At the end of the First World War, Nikola Shuhai and his friend from the army desert. On the way home, to the village of Kolochava, they both find refuge with baby Jaga. Nikola finds his home village in poverty. He stands against the powerful and the rich, and they turn the gendarmes against him.
