주변이 온통 공터뿐이었던 ‘오다이바’도 그로부터 5년 후, 수많은 빌딩들이 들어서고, 관광명소가 되어 관광객들로 넘쳐난다. 길 안내, 미아 찾기, 교통정리 등 단순 업무로 정신없이 바쁜 경찰서 관할에서 엽기적인 살인 사건이 발생해 특별수사본부가 들어선다. 설상가상으로 완간 경찰서 관할 구역 내에서 다수의 흉악 사건들이 연속해서 발생하게 된다. 아오시마, 스미레, 유키노, 와쿠 등 1편에서 훌륭한 활약을 펼쳤던 수사 팀이 다시 조사에 착수한다. 살인사건 특별 수사본부장으로는, 남녀평등을 홍보하려는 본청의 정치적 수단으로 여성인 오키다가 임명되고 무로이가 그녀를 서포트하게 된다. 그러나 경찰들의 필사적인 조사를 비웃기나 하듯이 제 2의 살인사건이 발생한다. 전혀 단서를 잡지 못했던 사건은 목격자가 나타나고, 본 청으로 갔던 마시타가 용의자 검거라는 특명을 받아 완간 경찰서로 오게 되면서 실마리가 잡히기 시작한다. 서로 뒤얽히는 사건들, 동기를 알 수 없는 살인사건, 경찰조직 내부의 보이지 않는 불온한 움직임, 그리고 매일매일 몰라보게 발전하는 ‘오다이바’는 수사관들의 눈을 속여가고 있다. 지도에는 없는 길이 존재하고 새로운 터널이 건설되고 대도시 안의 미궁으로 변한 이 길에서부터 아오시마는 무사히 사건을 해결할 수 있을까!!

이른 아침 완강 경찰서 관할의 강에서 변사체가 떠오른다. 부검을 하던 도중 사체의 위 속에서 곰인형이 발견된다. 단순한 익사사건이 아닌 엽기적인 살인사건임이 드러나고 아오시마(오다 유지 분)를 비롯한 동료형사들을 긴장시킨다. 뒤이어 경찰서 내에서 도난 사건이라는 수치스러운 일이 발생하고 젊고 영민한 여형사 스미레(후카츠 에리 분)는 의욕적으로 수사에 뛰어든다. 두 사건으로 혼란스러운 경찰서에 갑자기 수사대가 들이닥치고 경시청 부국장이 납치되었다는 사실이 알려진다. 관할 형사들을 완전히 배제한 채 단독 수사를 펴나갈 것을 지시한 경시청 본부는 완강 경찰서에 특별수사본부를 설치한다. 같은날 저녁 부국장 집에 납치범으로부터 몸값 1억엔을 요구하는 전화가 걸려온다. 수사팀은 범인의 발신지를 추적하지만 실패로 돌아가 단서조차 잡지못한다. 이처럼 하루사이에 살인, 절도, 납치 세 사건이 발생하자 완강 경찰서는 초비상 사태에 돌입한다. 살인사건의 유력한 용의자로 피해자가 자주 채팅하던 인터넷 가상 살인 사이트의 운영자가 지목되면서 수사는 활기를 띤다. 절도범을 찾는데 전념하던 스미레는 '제복'을 입으면 경찰서 출입이 자유롭다는 것을 추론해 내고, 아오시마의 도움으로 용의자 범위를 점차 좁혀나간다.
