미국 중서부의 한 소도시. 이 마을에서 태어나고 성장한 조 로버츠(데이비드 모스)는 성인이 되어 마을 보안관이 된다. 그는 아내 마리아(발레리아 골리노)와 아이들을 무척 사랑하는 지극히 가정적인 사람이면서 성실하고 책임감 강하고 온화한 성격을 가진 그야말로 좋은 남자이다. 어느 날, 조의 동생 프랭크(비고 모텐슨)이 베트남전에서 돌아온다. 프랭크는 거칠고 무례하며 폭력적인 망나니였는데 형 조와 완전히 대조를 이루는 성격을 가지고 있다. 고향으로 돌아오던 길에도 경찰과 싸워 도망치던 중이었다. 게다가 임신한 여자 친구 도로시(패트리샤 아퀘트)마저 동행하고 예고도 없이 갑자기 조의 앞에 나타난 것이다. 하지만 프랭크의 그런 거친 모습 뒤에는 무언가 과거의 상처가 있어 보인다. 프랭크는 조의 집에 머물면서 이제는 범죄 생활에서 손을 씻고 새사람이 되겠다고 말한다. 그러나 마리아는 그런 프랭크의 다짐에 회의적인 반응을 보인다. 조는 아내 마리아에게 프랭크를 믿어 보자고 설득하면서 정말 프랭크가 새로운 생활을 시작할 수 있도록 도와준다. 프랭크는 진심으로 그의 약속을 지키려 노력하지만 그의 폭력적인 성향은 다시 한 번 폭발하고, 그의 미래는 무너져 버린다.
