Dr. Charles Greyson is a famous and wealthy former surgeon. His nephews have taken him to court to challenge his competency, due to his recent inexplicable gifts of large amounts of cash to the church, and, apparently, to some nefarious scam artists. The film is portrayed as a courtroom drama first painting "Dr. Charlie" as incompetent and easily swindled, then telling his side of events and putting them into context. In the courtroom, and by use of flashback, we hear of Dr. Charlies' move away from impersonal contribution on an institutional level, and preferring to express Christian stewardship directly to people who need it, and by helping spread the word of God by donating to Mission fronts who fight fear, anxiety and destitution around the world. We even find the scam artists having turned a new leaf, and creating new lives for themselves. Message being that all that we are we owe to God, and the profits gained from our God-given abilities require care and thought before sharing.

The wafer-thin plotline concerns the misadventures of Texan Gerald Durham (Jerome Courtland), who arrives in the Big City to learn the ropes of the music business. Durham not only ends up with a recording contract, but also wins heroine Peggy Martin (Lola Albright) in the bargain. So much for the story. The principal selling card of When You're Smiling consists of the guest-star turns by Frankie Laine, Bob Crosby, The Modernaires, The Mills Brothers, Kay Starr and Billy Daniels.

Marian Medford Woodstock gave up a chance twenty years ago to compete for the Miss USA beauty title in order to marry Jeffrey Woodstock. She hopes to realize her past ambitions for fame and fortune through her daughter Kay, whom she persuades to enter a local beauty contest. Kay wins and is interviewed by reporter Gil McRoberts, who advises her to get married and settle down. Jeffrey is very upset with his wife's and daughter's passion for beauty contests and, when Kay enters the national contest, he informs Marian that she must choose between him and her chase after empty honors for Kay.

The stooges are taking care of their invalid friend Mary who is confined to wheelchair. What they don't is that Mary is only faking her disability to swindle the insurance company. When the boys witness a hypnotist, "The Great Svengarlic", doing his act on the street, they think he might be able to hypnotize Mary so she can walk. Instead, they become subjects for his show and are hypnotized into walking out on a flagpole high above the ground. When they come out of their trance and realize their predicament, they fall into a window, startling Mary, who jumps from her wheelchair just as the insurance adjuster is about to hand her a check.

Actually, Bill Wright, Mitchell's associate, killed Carter because the ranger had discovered tussock moth infestation in the forest, and if the infestation was not reported, the trees would die and have to be cut, thereby profiting Mitchell and Wright. In order to compensate the best he can, Gene sells his sportsman's camp and gives the money to Carter's daughter Helen . En route to Texas, Gene discovers the infestation and is assigned by the Forest Department to supervise the program of spraying the area with DDT from the air. After the first day of spraying, the DDT is blamed by furious stock men for the many animals found dead of poisoning.

He pursues his education at Santa Clara University where the Jesuits lend a helping and understanding hand. An earthquake destroys what appears to be a working model for an airplane, but a gold-sorting machine Montgomery invented, and then neglected, promises to provide for his financial needs to keep working on his aircraft until he gets involved in costly lawsuits defending his invention.
