1987년은 오락실 게임이 세련되어지고, 목숨이 하나뿐인 생명체를 존중하는 의식이 점점 사라지고 있는 시대이다. 혼돈과 범죄가 만연해 있는 이곳에서 경찰 쿵 퓨리는 악당 쿵푸 마스터를 추격하던 중 동료를 잃고 번개를 맞는다. 번개의 영향으로 쿵푸 마스터가 된 그는 악당들을 무자비하게 응징하고 다니지만, 그런 그는 경찰서의 골칫거리이다. 막무가내인 그를 제어하기 위해 상관은 트리케라캅을 파트너로 붙여주지만 쿵 퓨리는 거부한다. 두 사람이 말다툼을 벌이던 중 현대에 나타난 히틀러가 수화기를 통해 상관을 총격하는 일이 벌어진다. 쿵 퓨리는 상관의 복수를 하기 위해 시간마저 해킹하는 해커, 북유럽 신화 속 발키리와 토르, 레이저 랩터 등과 함께 나치와 맞서 싸운다.
