와이오밍이 주로 승격되기 이전 롤린이라는 작은 마을에서 가장 큰 목장을 하는 발라드는 자신의 영향력을 각계에 뻗쳐 무소불위의 권력을 휘두른다. 이 마을에 사는 말 상인인 멀 레딩은 말을 팔기 위해 캐스퍼로 가는 길에 발라드가 막아놓은 관문에 이르는데 발라드는 레딩에게 이 문을 통과하려면 통행세를 내라고 한다. 돈의 여유가 없던 레딩은 대신 말을 맡기고 지나간다. 돌아오는 길에 들러보니 건강하던 말이 뼈만 남은 몰골이 되고 말을 지키라고 남겨두고 왔던 인디언 친구 빌리는 이들의 폭행을 못이겨 도망치고 없다. 이에 격분한 레딩은 발라드에게 말을 원상복구 시켜놓을 것과 빌리에게 보상금을 줄 것을 요구하는데 발라드는 콧방귀만 뀐다. 레딩은 그곳 판사에게 탄원서를 제출해보지만 판사 역시 발라드편으로 그의 말을 들어 줄리 만무하다. 레딩은 이에 굴하지 않고 아내 코라를 와이오밍의 검찰총장에게 보내는데 거기서 발라드 부하들과 만나 다투는 사이 코라가 마차에 치어 죽는 사고가 발생한다. 아내가 죽음으로 전한 탄원서는 롤린스로 되돌아온다. 법이 통하지 않자 레딩은 자기가 직접 법을 행하기로 결심하고 목장을 팔아 발라드에게 대항할 무리들을 규합해 무장폭동을 일으키는데...
