홍콩에서 일본으로 도망간 테러범 이중청을 홍콩으로 인도하는 비행기 내에서 갑자기 나타난 테러범으로 인해 한바탕 소란이 일어난다. 하지만 이를 예상한 특수경찰 미셸과 마이클, 그리고 유우 창 등이 진압한다. 한편 이에 앙심을 품은 이중청 일당은 인터폴 소속의 유우 창의 가족에게 테러를 가해 아내와 딸을 사살한다. 결국 유우 창은 미셸을 미끼삼아 범인을 유인, 격렬한 총격전 끝에 결국 범인을 사살하지만 많은 희생자를 냈다는 이유로 미셸이 정직 처분을 당하게 되는데...
