한적한 시골 마을 레드 힐로 경관 쿠퍼(라이언 콴튼)는 전근을 온다. 첫 출근 날, 보안이 삼엄한 인근 교도소에서 종신형을 선고받은 죄수 지미 콘웨이가 탈옥을 한다. 지미 콘웨이는 쿠퍼의 새 상관 올드 빌 보안관이 직접 잡아넣은 인물로 아내를 죽이고 레드 힐 경관 1명을 살해하려 한 원주민 혈통의 흉악범. 지미의 탈옥 소식을 들은 올드 빌 보안관은 부하들과 보안대를 소집해 마을 진입로 곳곳을 지킨다. 마을에 나타난 지미는 차례차례 경찰관과 민간인 보안대원들을 죽여 나간다. 지원 요청을 위해 위성 전화가 있는 글리슨을 찾아간 쿠퍼는 그로부터 숨겨진 레드 힐의 잔혹한 진실을 듣게 되는데…
